Gary, The white wire should have 12 volts when you turn the key to the start position. If you are not getting 12 volts, I recommend checking the connections from the starter back to the tractor solenoid where the small red wire connects. Somewhere it is losing voltage. You also want to make sure the battery cable connections are tight on both ends. Check both cables. If they are tight, check the voltage at the battery when trying to start the engine. If drops to 6 volts the battery low on charge. Please let me know what you find.

I am sorry you are having a problem with the engine surging. If the engine is smoothing out when you pull out on the choke, the problem is likely dirty main jet or an air leak in one of the intake gaskets. I recommend thoroughly cleaning the jets with a torch tip cleaner. You can purchase the tip cleaners from thislink.

Gary, Based on the details of what you did the starter should be working. I recommend checking the voltage on the white wire when trying to start the engine. To do this remove the white wire from the solenoid and insert one meter lead into the connector. Then attach the other lead to the negative on the battery. Turn the meter to check DC voltage and try to start the engine. With the attachment lever down, the brake pushed, and the key turned to the start position. You should observe a reading of 12 volts. If you do not have this reading, there is a problem in the start circuit. If you do have this reading, reconnect the white wire and check the voltage on the large red wire going to the starter when trying to start the engine. If you have voltage on the large red wire and the small wire when trying to start the engine the starter is likely the problem. If you do not have voltage on the large red wire but do on the small wire, the tractor solenoid is not closing. Instead of replacing the tractor solenoid, I recommend removing the large wire going to the starter off the tractor solenoid. Then connect it to the solenoid post with the battery cable on it. This will eliminate the tractor solenoid. That will be fine because the engine starter has a solenoid. Please let me know what you find. Mark

I am sorry you are having a problem with the tractor. The simplest way to make this work without changing a bunch of wires on the tractor is to run a wire from the solenoid on the starter to the white wire on the tractor solenoid. First, locate and remove the white wire from the tractor solenoid. Then cut the connector off the end of the white wire. Strip a little insulation off the white wire and the wire you are going to run to the solenoid on the starter. Twist the bare ends of those wires together. Then push the bare ends of the two twisted wires into a new 1/4 inch female connector like the one you cut off. Once you have the wires inserted, crimp the connector to secure the wires. Then push the connector on to the terminal where you removed the white wire. Finally connect the other end of the new wire to the solenoid on the starter.
